Like Play-Doh.

Most Orangetown and Rockland County, New York neighbors are well-aware of Frank DeCarlo and his companies “FDC Contracting Co., Inc.” (FDC) and “Piermont Developers, LLC” (Piermont Developers) out of Bergen County, New Jersey. Why? Because Frank DeCarlo, FDC, Piermont Developers, and their associates are manipulating the soft Village of Piermont, NY government like Play-Doh. Reciprocally, Piermont Village Hall is selling-out Piermont Village residents to these out-of-state developer interests. The still-pending Frank DeCarlo/Piermont Developers application to place a multi-unit residential Motel 6-looking monstrosity smack in the center of the Village, triggered multiple litigations and homeowner outrage.

Yet who ARE these developers, really? The soft Piermont Village government has not indicated they have done any due diligence on Frank DeCarlo and FDC. But don’t worry about that, because the “Unhand Piermont!” blog, has.

It is now discovered that the very same Frank DeCarlo, as landlord to multiple tenants including a young woman and her two children, was cited by the City of Troy, New York in 2017 and 2018 for multiple recidivist code violations in response to numerous tenant and neighbor complaints. Yet it gets even worse, and we have pictures. An extermination service witnessed the infestation there and observed that the “[t]enants need to vacate [the] home in fifteen days because of the amount [of] mice”. The City of Troy found the DeCarlo-owned building “Unfit For Human Habitation”. The City of Troy ordered Frank DeCarlo to exterminate his premises for mice, squirrels, rats, and bats. The question to Piermont residents now is, is this REALLY the guy that you want to trust to develop, build, and possibly even “maintain” a multi-unit residential behemoth in the center of YOUR Village?

Additionally, the DeCarlo construction would work to further flood-out the low-lying village of Piermont already suffering severe flooding distress - due to rampant and unchecked over-development - and due to a soft and tainted small-time local village government violating process mandated by Rockland County, the county within which Piermont sits:

The citizens of Piermont, New York and Rockland County, New York oppose Mister DeCarlo’s activities within the State of New York in connection with “Piermont Developers Limited Liability Company”. Mister DeCarlo’s LLC currently seeks to place an abhorrent overstuffed residential construction directly within the center of Piermont, that would disfigure this picturesque and historic Hudson River Valley village. The DeCarlo construction would destroy local traffic patterns while in the process paving-over the site of a former Sunoco gasoline station that had underground gasoline tanks. Additionally, the DeCarlo construction would work to further flood-out the low-lying village of Piermont already suffering severe flooding distress - due to rampant and unchecked over-development - and due to a soft and tainted small-time local village government violating process mandated by Rockland County, the county within which Piermont sits:
