I am an attorney in New York, and a citizen and resident of the Town of Orangetown and the County of Rockland. Under the New York State Freedom of Information Law:

All Records relating to an individual known as “Francis Steven (Frank) DeCarlo”, commonly known as “Frank DeCarlo”- apparently of Cresskill, New Jersey; River Vale, New Jersey; and Alpine, New Jersey. He appears to be a “flipper”, principally if not exclusively of single-family of residential housing units. Specifically, Mister DeCarlo and at least one of his companies are tied on the public record to a Troy, New York address, and that address along with its apparent associated past time-frame is as follows:

The citizens of Piermont, New York and Rockland County, New York oppose Mister DeCarlo’s activities within the State of New York in connection with “Piermont Developers Limited Liability Company”. Mister DeCarlo’s LLC currently seeks to place an abhorrent overstuffed residential construction directly within the center of Piermont, that would disfigure this picturesque and historic Hudson River Valley village. The DeCarlo construction would destroy local traffic patterns while in the process paving-over the site of a former Sunoco gasoline station that had underground gasoline tanks. Additionally, the DeCarlo construction would work to further flood-out the low-lying village of Piermont already suffering severe flooding distress - due to rampant and unchecked over-development - and due to a soft and tainted small-time local village government violating process mandated by Rockland County, the county within which Piermont sits:

8. Costs. If there are any copying or other fees for this, please let me know what they are and how they are calculated, before filling the request and forwarding the Records to me. As this FOIL should be considered a matter of public importance, and as its results will be shared with the general public and published, I am asking that any otherwise-applicable fees be waived for this document-production. I am also asking that all documents be provided to me electronically to the full extent possible, so as to obviate the need for any photocopying expense.
