Newly-Uncovered New York State Comptroller Documents Expose The Rank Fiscal Ineptitude Of The Michael Wright-Bruce Tucker Piermont Regime.

I know that I had not seen these charts, graphs, and documents before discovering them late yesterday. I’ll bet that most Piermont residents have not seen them before, either. I am reasonably certain that I never saw them posted to the Village of Piermont Internet website, and that I never heard or saw them cited in any of the videographed meetings at Piermont Village Hall over the past year.
 
Now, it is not surprising that a small, 2,500-person village like Piermont engages in financing through the use of, inter alia, municipal bonds – or, simply, “debt”. What is shocking, however, is what happened to Piermont in the ten-year period between 2013 and 2023 – and particularly, what happened in 2023:

The above OSC graph is titled “Debt Service Payment Over Time”. “Debt service” refers to the total amount of principal and interest payments required to pay off debt over a specific period, typically a year. Think of “debt service” as financial obligations associated with a loan or other forms of borrowing – simply, the cost of borrowing. “Debt service” is therefore a crucial metric for assessing the debtor’s ability to meet payment obligations:

Here, the “debtor” is obviously Piermont.

 
What you will notice about OSC’s “Debt Service Payments Over Time” graph, is that Piermont’s debt service consistently averaged around half a million dollars per year since 2013. Most of that debt service was payment of principal each year:

Bruce Tucker became Mayor of Piermont in 2018. 

Bruce Tucker’s lackey, in the form of rubber-stamp sycophant Trustee Michael Wright, joined Tucker on the Village of Piermont Board of Trustees in 2022:

Then, after ten years of relative debt service stability, Piermont’s debt service suddenly shot up to US$1,300,000 in 2023 – to almost triple of what it was in each of the ten immediately prior years graphed above - and to twenty percent of Piermont's total revenues!

Similarly astounding is how the Village of Piermont's total expenditures, after a decade of relative stability and predictability, shot up from US$6,200,000 in 2022, to US$7,900,000 in 2023 - a sudden spending increase of US$1,700,000.

Based upon the timeline, we can call this “The Michael Wright Effect”. Michael Wright OWNS it – and Michael Wright will continue to own it even after he is summarily kicked out of office by the Piermont electorate in the upcoming Tuesday June 24, 2025 Village of Piermont Democratic primary.

Michael Wright even had the gall to lament the pathetic lack of “communication” as between Piermont Village Hall government on the one hand, and Piermont’s taxpaying citizen residents on the other hand – as a reason to re-elect him as Trustee.

Yet Michael Wright is the one incumbent Piermont Trustee sitting at the debate table.

Look at Trustee Michael Wright’s non-record over the past four years, since Wright first assumed the supplicant position of Bruce Tucker’s sycophant on the Piermont Village Board of Trustees:

1. Your Village Floods-Out. Under the Michael Wright-Bruce Tucker regime, Piermont residents have seen their village regularly flooded-out with no cure in sight, resorting to putting some houses up on stilts at owner expense.

2. Your Village Is Greedily Over-Developed. Under the Michael Wright-Bruce Tucker regime, Piermont residents have seen developers run roughshod over the once-quaint and one-picturesque historic village – and almost constructing a three-story Motel 6-esque monstrosity over a Sunoco gasoline station site that once had underground gasoline tanks. Michael Wright did absolutely nothing to stop this destructive development initiative.

3. Your Village Wasted Your Money To Litigate Against You. Under the Michael Wright-Bruce Tucker regime, the Village government spent what is estimated to be in excess of US$100,000 to litigate a fake zone known as the "CBM" against Piermont's own taxpaying residents - an utterly malicious waste of money.

4. Your Village Increased Your Taxes. Under the Michael Wright-Bruce Tucker regime, Piermont residents saw their taxes shoot up in 2024.
 
5. Your Village Went Almost Ten Million Dollars In Net Position Retrograde. Under the Michael Wright-Bruce Tucker regime, Piermont residents suffered a massive “Net Position” accounting retrograde, putting Piermont in a "Net Position" hole of millions of dollars.
 
6. Your Village Operates As If In The Eastern Bloc. Under the Michael Wright-Bruce Tucker regime, Piermont residents suffered the most opaque and concealing local government since the other side of the Berlin Wall.
 

7. Your Village Triggered The New York State Comptroller. Under the Michael Wright-Bruce Tucker regime, Piermont residents have seen auditors from the Office of the New York State Comptroller (OSC) swoop into Village Hall to re-do the farkakte financial methodologies of the existing “Administration”, due to Village Hall's recidivist failure year after year to timely file financials with OSC.

 
8. Your Pier Tip Crumbled Into The Hudson Under Village Watch. Under the Michael Wright-Bruce Tucker regime, Piermont residents suffered the crumbling of the concrete Piermont Pier tip into the Hudson River, due to an utter failure to maintain the historic and iconic landmark.
 
9. Your Sparkill Creek Suffered A Toxic Spill Under Village Watch. Under the Michael Wright-Bruce Tucker regime, Piermont residents suffered the pouring of oil into the Sparkill Creek last summer, with no plausible plan thereafter offered to prevent comparable re-occurrences.

10. Your Village Runs A Corrupt And Ineffective Parking Scheme. Under the Michael Wright-Bruce Tucker regime, Piermont residents suffered the most corrupted and ineffective overall parking scheme since the days of Donald Manes.

11. Your Village actually Threatened To Pave-Over A Little League Ballfield. Under the Michael Wright-Bruce Tucker regime, local government actually threatened to pave-over the little league field for parking last summer.

12. Your Village Wasted Your Resources On An Amateurish Comprehensive Plan. Under the Michael Wright-Bruce Tucker regime, tons of resources in the form of money and time were wasted to try to rush through an amateurish "Comprehensive Plan", now completely vulnerable to judicial and collateral attack.

Without limitation to the further specificity of my itemized queries hereinbelow, this FOIL request seeks all Records relating to (A) the restaurant known as “Tallman Beach And Pool Club” currently located at 2 Tallman Mountain Road, Sparkill, NY 10976 USA (the “Restaurant”), (B) the thereto-associated lessee-entity known as Tallman Beach and Pool Club LLC (the “LLC”), and (C) its apparent principal William Procida. This FOIL request includes without limitation all environmental, health, sanitary, food, beverage, infestation, and safety Records from the time-period commencing January 1, 2015 through the present day. My understanding is that the LLC executed a lease with the Palisades Interstate Parks Commission in December 2015 and then “re-opened” the Restaurant to the public in May 2016.
 
The Restaurant, the LLC, and William Procida are hereafter referred to herein as the “Tallman Beach Parties” for ease of reference. Public-record documents already posted to the Internet indicate that the Monticello District Office of your cohort state agency NYSDOH has borne some responsibility for inspections of “Tallman Beach And Pool Club” in the past, and I have already served FOIL requests upon NYSDOH accordingly. All Records reflecting, referencing, or otherwise relating to any violation, “reporting violation”, claimed violation, or other past, present, future, or anticipated violation, breach, or other transgression of federal, state, county, town, local, or other ordinance, rule, regulation, requirement, statute, other law, or standard - including without limitation any violation of rules, regulations, or other laws enforced by the Rockland County Department of Health (RCDOH), the New York State Department of Health (NYSDOH), or your  New York State Department Of Environmental Conservation (NYSDEC) - as relating to the Tallman Beach Parties, the Tallman Beach Location, or any of them, if any, and including without limitation New York State Sanitary Code Subpart 14-1:

All land use Records such as those constituting or relating to applications, approvals, bonding,  building, certified plans, code enforcement, complaints, compliance vel non, construction, engineering, environmental concerns, erosion, escrows, financing, inspections, insurance, intended land use, land disturbance, neighborhood opposition, permissions, permits, planning, sediment control, sedimentation, soil conservation, stop-work orders, stormwater management, taxation, variances, and zoning, including inter alia e-mails, minutes, resolutions, and deliberative materials, relating to the Tallman Beach Parties, the Tallman Beach Location, or any of them.
 
25. E-Mails And Correspondence. Specifically, I am seeking all Records of any e-mails, memos, notes, correspondence, documents, or other writings to, from, referencing, or otherwise relating to the Tallman Beach Parties, the Tallman Beach Location, or any of them.
 
26. All Other Records. Specifically, I am seeking all other Records of any other kind or nature relating to the Tallman Beach Parties, the Tallman Beach Location, or any of them.
 
27. Definition Of “Records”. “Records” should be construed in the broadest sense and manner possible and should include “any information kept, held, filed, produced or reproduced by, with or for (your agency or office)... in any physical form whatsoever...” (FOIL,§86[4]) including without limitation all audio recordings, blog posts, correspondence, data maintained electronically, data, e-mails, executive summaries, extracts, faxes, instant messages, Internet posts, letters, log-book entries, memos, paper records, personal messages, social media communications, spreadsheets, summaries, synopses, telephone records, test-reports, visual recordings, and any other materials:

28. Headings And Subheadings. The headings and subheadings used in this letter are for convenience of reference purposes only, and should not be construed to be words of limitation or otherwise of any substantive significance relative to this FOIL request.
 
29. Costs. If there are any copying or other fees for this, please let me know what they are and how they are calculated, before filling the request and forwarding the Records to me. As this FOIL should be considered a matter of public importance, and as its results will be shared with the general public and published, I am asking that any otherwise-applicable fees be waived for this document-production. I am also asking that all documents be provided to me electronically to the full extent possible, so as to obviate the need for any photocopying expense.
 
30. Denials And Appeals. In the event that any portion of my request is denied, please inform me of each of the specific reasons for any such denial in writing - and provide me with the name, address, and other contact information of the person or entity to whom an appeal should be directed.
