Dear
CEC Johnson, and Chair Lifton:
Pursuant
to NYS Election Law (ELN) §3-104:
there is substantial reason for me to
believe that violations of the law may have been perpetrated by a candidate and by
a political committee in the Village of Piermont, New York.
That candidate is Michael Emerson Wright:

That political committee is the Piermont Democratic Committee, chaired by one Barbara
Scheulen of Piermont, New York:

Attached/enclosed
and annexed hereto are fourteen (14) pages of ugly and grossly-defective petition
documents relating to political candidate Michael Emerson Wright alias
“Michael Wright” alias “Michael Andrews” (hereafter, the “Wright
Petitions”). As you may already be aware, Mister Wright is an incumbent member
of the Piermont, New York Board of Trustees. I gather that Trustee Wright is now
seeking to run in a Democratic primary scheduled for June 24, 2025, towards his
hope of re-election as Piermont Trustee in November, 2025. The Village of Piermont, as you
know, is situated within the Town of Orangetown, New York.
Other
residents of the Town of Orangetown and I, are aghast at the obvious manifold errors
and omissions in the Wright Petitions. As you can readily see from the
attached/enclosed, the Wright Petitions were apparently submitted to the Rockland
County Board of Elections (RCBOE) in support of Trustee Wright by one Barbara
Scheulen, Chair of the Piermont Democratic Committee (PDC); by a “Mark
Silberstein” of Piermont; by a “Susan S. Witte” of Piermont; by Piermont Planning
Board Member Donald H. Guyton; by Trustee Michael Emerson Wright himself; and
by disgraced Piermont Mayor Bruce Tucker. I understand that Mayor Tucker is not
running in the primary and not running for re-election.

This
is a demand for an immediate CEC, DELE, and NYSBOE investigation of the activities and conduct
of Barbara Scheulen, an investigation of the activities and conduct of Michael Emerson Wright, an investigation of the conduct of the PDC, and an investigation generally into the abysmal collective effort by multiple parties to submit the Wright
Petitions to RCBOE as reflected in Exhibit “A” through Exhibit “N” hereto.
1.
Indecipherable Signatures. Most importantly, I am seeking an
investigation into the actual names (if any) of the individuals who apparently
sought to affix their signatures to the attached/enclosed Wright Petitions -
because, at minimum, the following sixty-eight (68) signatures are illegible
and indecipherable:

I
find it appalling that at least sixty-eight (68) signatures on the Wright
Petitions submitted to RCBOE, are illegible and indecipherable. The candidates
opposing Trustee Wright are absolutely entitled to know the identities of these
sixty-eight (68) apparent signatories, and are absolutely entitled to be given
the meaningful opportunity to verify the respective identities and respective
residences of those signatories within the Village of Piermont.
Obviously
anyone who has ever tried to decipher a physician’s handwritten prescription
from a prescription-pad, knows that a cursive signature written in haste can
sometimes be a challenge. However, these petition signature-entries were not written
in haste, as evidenced by the address-information inscribed next to each one.
Moreover, while one or two fuzzy signatures might be explicable, a total of no
less than sixty-eight (68) illegible and indecipherable signatures on petitions
corresponding to a hotly-contested primary cannot ever be. Rather, the sixty-eight
(68) illegible and indecipherable petition signatures strongly suggest a
concerted attempt to deceive and conceal, on the part of those individuals
responsible for submitting them to RCBOE. Those individuals need to be held accountable.
2.
“Peirmont”[sic]. You will also please note that at the top
of Exhibit “A”, titled “Petition Receipt 2025”, someone, presumably either
Rockland County Board of Elections Commissioner Weinraub, or perhaps PDC Chair
Barbara Scheulen herself, appears to have correctly circled the word “Village”
but then misspelled the name of the “Village” as “Peirmont”[sic].
I am aware of no municipality, jurisdiction, or other location within Rockland
County, New York actually named “Peirmont”[sic].
Incidentally, I note here that on the equivalent “Petition Receipt 2025” forms
submitted for other Piermont candidates Mitchell, Gordon, and McCabe, a
correctly-spelled “Piermont” was identified as the “Village” to which
those latter candidacies pertain. In any event, this SNAFU should be
investigated as well.
3.
Name Strike-Throughs. Additionally, I note that the names “Rondi
Casey”, “Mark Silberstein”, and “Barbara Scheulen” were sloppily crossed-out in
Exhibit “C”, Exhibit “G”, and Exhibit “H”, respectively:
